General Directions
The Sizewell C Harbour Authority, in exercise of their powers under the Sizewell C (Nuclear Generating Station) Order 2022 provides General Directions. Following public consultation, the General Directions came into force on 14 April 2025.
General Directions are rules that apply to all harbour users, including those on the water within the SZC Harbour Authority jurisdiction.
The General Directions will be kept under review and revised as appropriate following due consultation with stakeholders.

The Sizewell C Harbour Authority (SZCHA) Board is a supporting committee of the Sizewell C Limited (SZC Ltd) Executive Committee.
The SZCHA Board has been formed to provide oversight of harbour operations and specifically ensure that the construction, management and operation of the harbour are carried out safely in accordance with statutory obligations, Sizewell C Limited Governance procedures, best practice and the requirements of the Ports & Marine Facilities Safety Code (PMSC).
The SZCHA Board is defined as the Duty Holder for SZCHA under the PMSC and will provide the Maritime & Coastguard Agency with a formal written Statement of Compliance with the PMSC as periodically required.
The usual requirement to declare compliance is on a on a three yearly basis, based on advice and briefing by the Designated Person and Harbour Master.
SZCHA Board Members
Membership of the SZCHA Board consists of the following individuals.
Full board members acting as the Duty Holder under the PMSC:
- Site Delivery Director (Chair)
- Site Operations Delivery Lead (Deputy Chair)
- Head of Site Compliance
- Freight & Logistics Service Manager
- Marine Environment Manager
- Head of Site, Health, Safety & Wellbeing
- Marine Operations Manager
Advisers to the board who attend at the invitation of the Chair to advise on navigation safety matters, marine operations, etc. Standing advisers include:
- Harbour Master
- Harbour Manager (Secretariat)
- Marine Manager
Independence assurance:
- Designated Person
Duty Holder
The SZC has appointed an appropriately qualified individual as the Designated Person to provide assurance to the Duty Holder that the Marine Safety Management System is effective. The Designated Person has direct access to the Duty Holder.
To meet the requirements of the Ports & Marine Facilities Safety Code, Sizewell C is committed to:
- Maintaining an effective MSMS based on the elements identified through Formal Risk Assessment, which is reviewed on a timely basis.
- Publishing, on a three-yearly basis, a Marine Safety Plan which will be regularly reviewed and updated to ensure continuous improvement.
- Managing vessel traffic in the Sizewell C jurisdiction to a level determined through Formal Risk Assessment.
- Providing an appropriate level of pilotage services in accordance with the 1987 Pilotage Act.
- Conserving the Port for vessel traffic through hydrographic survey and, where required, dredging.
- Ensuring the provision of appropriate aids to navigation.
- Enforcing the regulations and legislation applicable to the port.
- Providing appropriate resource to ensure the safety of marine operations.
